Abstract:The integrated construction of transportation in metropolitan areas is the foundation for achieving the integrated development of economy, trade, industry and logistics within the metropolitan area. At the same time, there is also a need for the construction of transportation infrastructure to break through the original urban development boundaries and connect with new urban areas. Some cross-regional channels are located outside the urban development area, and pass through nearby towns and villages as well as sensitive ecological conservation areas such as forest land, farmland, reservoirs and nature reserves. The planning and construction of expressway should comprehensively consider the impact on the surrounding environment during construction and operation to reduce the adverse factors, and to take into account the demands of rural revitalization and ecological environmental protection. Taking the Liangjiang New Area - Changshou District Expressway Project as an example, it is proposed to construct an expressway corridor directly connecting Liangjiang New Area and Yubei District with Changshou District via Mingyue Mountain. Under the premise of ensuring the safety and stability of the ecological environment and geological conditions of Mingyue Mountain, a super-long tunnel is constructed to pass through Mingyue Mountain harmlessly, which can realize the rapid connection of passenger and freight transportation between the towns and industrial parks on both sides of the mountain. The measures to be taken such as the establishment of new service areas and mine restoration can not only promote the development of rural revitalization, but also effectively guarantee the ecological environment. This project has been successfully included in the national key project database by integrating with the major national strategic decision of the Chengdu-Chongqing Twin-City Economic Circle, and has become the first urban expressway added after the expansion of the main urban area of Chongqing. The way it fulfills its social responsibilities is representative, pioneering and innovative.
