To protect the urban natural resources, advance the construction of major projects in Shanghai, and enhance the coordination and guarantee of resource elements, the resource-based element guarantee work in the early stages of projects is studied. On the basis of sorting the existing management policies at both municipal and district levels, and analyzing the bottlenecks and pain points in the balance of occupation and compensation, some suggestions on perfecting the policy mechanism of resource-based element balance are put forward, which hopes to provide the reference for the resource-based element guarantee work in the early stages of major projects.
