Abstract:After the "7.20" torrential rain disaster, the post-disaster reconstruction was quickly organized to carry out in Zhengzhou City. By optimizing the work organization system, strengthening the top-level design and planning guidance method, the urban waterlogging problem was solved. In 2021, the Implementation Scheme for Strengthening Flood and Waterlogging Prevention System Planning and Compilation in Zhengzhou City was issued to require the establishment of a working mechanism of "leading guidance and collaborative cooperation". The "31382" planning system, which is based on special research, supported by digital model, led by comprehensive planning, started by special planning and guaranteed by implementation scheme, has been constructed. At the same time, the active exploration is carried out in the basin area flood planning, storage space control, overflow emergency management and other aspects. By implementing a series of key flood and waterlogging prevention projects, such as upgrading of river, reservoir and ditch and comprehensive management of waterlogging points, the capacity of floor control and waterlogging prevention is enhanced obviously. Later, Zhengzhou will continue to explore the "Zhengzhou model" of flood control and waterlogging prevention, and safety resilience construction, which strengthens the institutional building, systematic planning and control, balanced development of the system, efficient coordination among departments, and technical and professional support in order to strive to become a "resilient city" guiding the development of the Yellow River Basin.
