In recent years, the guidelines for street design, road refined management, slow transportation planning design and the others are successively issued in Shanghai, which has played a positive role in the transition from roads to streets, from focusing on motor vehicle traffic to comprehensively focusing on needs of the people. In the context of "New City Development", combined with the problems in road construction and management in Jiading New City and the requirements of new city development, the implementation guidelines for refined construction and management of new urban roads are proposed from the perspectives of all methods, all elements and all processes, which provides the clear direction for road construction and renovation work in Jiading New City, and also provides the valuable experience for the management of other suburban new urban roads.
